Training Programmes

The Executive Training Programmes for Young Energy Professionals are an initiative of the Energy Charter Secretariat's recently established Knowledge Centre. Their aim is to apply the abundance of energy experience accumulated within the Energy Charter Process in a practical and useful manner.

The Energy Charter is based on the legally binding Energy Charter Treaty of 1994, a foremost body of international law which serves to protect investment in the global energy sector. It likewise seeks to promote the trade and transit of energy between countries, whilst also establishing common rules for multilateral cooperation in the energy sector.

  • Investment Arbitration Masterclass

    11th Training Programme : Legal Session

    The Energy Charter Secretariat Knowledge Centre hosted another impressive intake of young professionals in Executive Energy Training Program No.11 during three action packed days from 6-8 November, 2017. As reflected by the title of this particular sequence of the training, this was truly an ‘investment arbitration masterclass’. This intensive three day exercise in knowledge transfer focused on providing budding arbitrators, legal councils and a host of energy professionals with hands of training about the rules and intricacies of international arbitration processes. The course also included practical information about how to quantify and assess damages.

    Energy security remains a key policy priority for governments and numerous further stakeholders in many countries around the world. Appreciating the importance of this subject matter, the Energy Charter Secretariat Knowledge Centre delivered the tenth edition of its series of Executive Training Programmes for Young Professionals in Ashgabat, Turkmenistan during 1-2 June, 2017. The training was held under the auspices of the current Chairmanship of Turkmenistan in the Energy Charter Conference.

  • Training on Investment Dispute Resolution

    9th Training Programme: Legal Session

    On 19-21 October 2016, the Energy Charter Secretariat Knowledge Centre held the ninth edition in its series of Executive Training Programmes for Young Energy Professionals in Brussels, Belgium.

    The 2016 Autumn Session of the Executive Energy Training Programme of the International energy Charter focused on the practicalities of Investment Arbitration. This hands-on training and open discussion will guide participants through the main stages of a typical Arbitration Institute of the Stockholm Chamber of Commerce (SCC) and the Permanent Court of Arbitration (PCA) investment arbitration process in a very practical way. The training also covered the complex area of determination of damages. Upon completion of the training, participants benefited from grasping a clear understanding, know how and skills necessary in order to help them face a typical investment arbitration process in a confident manner.

  • Eurasian energy security & governance challenges in light of COP21: Comparative international experience in an era of energy transition

    8th Training Programme

    Kraków, Poland

    On 17-20 May 2016, the Energy Charter Secretariat Knowledge Centre organised the eighth edition in its series of Executive Training Programmes for Young Energy Professionals in Kraków, Poland.

    This time we focused on how to navigate prevailing energy security challenges in light of on-going energy transition in wider-Europe and the Paris Agreement on climate change. Among the issues this training tackled : Transition to low-carbon economies, Energy sustainability, How industry will be dealing with the commitments taken in Paris, The east-west gas supply security debate in light of a more pressing climate agenda.

     
  • Complex Contract Negotiations in the Energy Sector

    On 3 November 2015, the Energy Charter Secretariat, with the kind support of King & Wood Mallesons, organised a successful workshop on Complex contract Negotiations in the Energy Sector for Government Officials.

    The interactive workshop was organised in support of the G-7 initiative on Strengthening Assistance for Complex Contract Negotiations (CONNEX) to provide developing countries with additional resources for negotiating complex commercial contracts. 

  • Settling Investment Disputes through Mediation: How to reach an Agreement

    7th Training Programme: Legal Session

    Brussels, Belgium

    On 6 November 2015, the Energy Charter Secretariat Knowledge Centre concluded the Seventh session of its Executive Training Programmes series. At a closing ceremony, a group of 30 young professionals from all around the world received a Certificate of Excellence for having successfully completed the three-day long intensive training in energy investment mediation and conciliation held at the Energy Charter Secretariat in Brussels.

    During the training, participants benefitted from in-depth exposure to the knowledge and experience accumulated by the Energy Charter, as well as to the extensive professional experience of several leading international negotiators and mediators. 

  • Strengthening Energy Transition in Ukraine and Europe's Eastern Neighbourhood: Addressing the Region's Challenges through Good Governance Practices

    6th Training Programme

    On 5-8 May 2015, the Energy Charter Secretariat Knowledge Centre held the sixth edition in its series of Executive Training Programmes for Young Energy Professionals.

    Following on from the successful training sessions held at the Energy Charter Secretariat in the past years, the May 2015 training focused on Strengthening Energy Transition in Ukraine and Europe’s Eastern Neighbourhood: Addressing the Region's Challenges through Good Governance Practices.

  • Enabling Amicable Settlement of Investment Disputes: Mediation and Conciliation

    5th Training Programme: Legal Session

    Brussels, Belgium

    On 5-7 November 2014, the Energy Charter Secretariat Knowledge Centre organised the fifth edition in its series of Executive Training Programmes for Young Energy Professionals. This training focused on the topic of investment mediation and conciliation as part of a amicable settlement of disputes.

    The Training offered three core components:

    • As a novelty, a seminar on State-to-State arbitration was held for government officials interested in acquiring additional knowledge and training on State-to-State arbitration mechanisms.
    • An optional, informative pre-training session on the Energy Charter Treaty was led by Energy Charter Experts on investment.
    • A three-day long negotiation training, including a instruction session with renowned experts on negotiating techniques, on a real-life negotiation case.
  • Investment Protection Strategies for Enhanced Energy Security in a Rapidly Changing World

    4th Training Programme

    Astana, Kazakhstan

    On 10-13 June 2014 the Knowledge Centre held a training programme for young energy professionals. The programme topic was "Investment Protection Strategies for Enhanced Energy Security in a Rapidly Changing World".

    Building up on the success of the training programmes held at the Energy Charter Secretariat in 2013 and early 2014, this training will explore the inter-related topics of investment protection strategies, sustainability and energy security in a rapidly changing world. With a special focus on Kazakhstan and Central Asia, this event takes place within the framework of cooperation between the Energy Charter Secretariat and KAZENERGY.

  • Addressing Energy Challenges at Regional and Global Levels by Applying Common Rules and Good Governance Practices

    3rd Training Programme

    Brussels, Belgium

    On 14-16 May 2014, the Energy Charter Secretariat Knowledge Centre held the third edition of Training Programmes for Young Energy Professionals. The training focused on the interplay of energy governance at the regional and global levels by focusing on the application of common rules and good governance practices.

    • Five 'Knowledge Streams' dedicated to energy security and sustainability at both the global and regional levels.
    • An interactive simulation exercise, where participants had the opportunity to negotiate on their own an international energy treaty, modelling a real-life situation in order to realise contractual arrangements between suppliers and consumers of energy.

     

     

  • Rising to the Energy Security Challenges of Tomorrow by Applying Effective Investment Protection Strategies Today

    2nd Training Programme

    Brussels, Belgium

    The second three-day Training Programme organised by the ECS Knowledge Centre ended on 30 October 2013 with a certificates awarding ceremony. Thirty-seven participants took part in and successfully completed this programme, which addressed many of the core issues and challenges related to the protection and promotion of investment in the international energy sector. The programme also explored how investment strategies were interconnected with energy security goals.

  • Addressing Global Energy Challenges and Building a Sustainable Future based on International Cooperation

    1st Training Programme

    Brussels, Belgium

    In May of 2013 the Energy Charter Secretariat launched a new initiative which had the practical aim of applying the abundance of intellectual capital accumulated in the two-decade-long Charter Process in a practical and useful manner. Over the course of three days in May, the Knowledge Centre delivered a highly specialised training programme which consisted of keynote presentations from leading international energy specialists, panel debates on core energy challenges, a simulated negotiation game, and a wrap-up round table session at the European Parliament in Brussels.

    The programme was designed specifically for the younger generation of energy professionals. Some thirty young energy professionals from twenty countries participated in the programme.
