Energy Efficiency Thematic Reports

In addition to the country reviews, the Energy Charter Secretariat publishes a number of thematic reports. These aim to facilitate and promote the incorporation of energy efficiency objectives and strategies into national policies. The reports do not necessarily represent the views of the members of the Energy Charter Treaty.

Gobitec and the Asian Supergrid for Renewable Energy Sources in Northeast Asia (2014): The Gobitec concept represents the idea of producing clean energy from renewable energy sources in the Gobi Desert and delivering the produced energy to high-demand regions. It is planned to transmit this energy via the planned Asian Supergrid (ASG), which would connect Russia, Mongolia, China, South Korea and Japan.
Market Trading Mechanisms for Delivering Energy Efficiency (2010): The use of market mechanisms to achieve environmental objectives is growing, with the most notable example being the use of emissions trading schemes to control greenhouse gas emissions. Trading Mechanisms for Energy Efficiency, commonly referred to as White Certificates Schemes, are now in place in a few countries. This study examines these experiences with White Certificates Schemes, identifies the key design features that affect performance, evaluates effectiveness and offers advice on how developed and transition economies might proceed with such schemes.
Policies that Work: Introducing Energy Efficiency Standards and Labels for Appliances and Equipment (2009): Energy efficiency standards and labels for appliances and equipment are a proven policy mechanism to reduce costs, energy use and greenhouse gas emissions. Standards and labels ensure that consumers are aware of energy performance when making purchases and that manufacturers produce relatively high-efficiency products.
Energy Efficiency in the Public Sector (2008): Public sector energy efficiency is an important area which would benefit from ongoing international attention. In nearly every instance where public money is spent for government operations or for the provision of public utilities, there is good potential to improve energy efficiency. The overall potential for energy savings and greenhouse gas emissions reductions are even larger where the public sector is an important buyer of goods and services.
Policy Developments and Challenges in Delivering Energy Efficiency (2007): Energy efficiency has never been as relevant as it is today. If the global potential for energy saving can be realised, this would have profound implications for energy security and for avoiding greenhouse gas emissions...
Cogeneration and District Heating: Best Practices for Municipalities (2006): This report addresses the role of local authorities in promoting cogeneration and district heating, which are used in many Energy Charter member countries but often not to their full potential. The share of cogeneration in total power production varies from between 10-50% in different countries, and the share of district heating in total heat production varies from less than 5% to more than 60%...
Energy Efficiency and Emissions Trading (2006): 2005 was a critical year for international cooperation on climate change, witnessing the entry into force of the Kyoto Protocol and the launch of the EU's emissions trading system for CO2. A new publication from the Energy Charter provides an update on developments in the EU's system, and discusses opportunities that climate change mitigation policies open up for countries across the Energy Charter constituency for investments in energy efficiency.
Integration of Energy Efficiency and Renewable Energy Policies (2005): Improvements in energy efficiency and increases in the use of renewable energy sources are important in order to achieve reductions in greenhouse gas emissions (GHG) and improvements in security of supply. Against this background, the objective of this report is to draw the attention of policy makers to the advantages of exploiting the synergies between policies promoting energy efficiency and renewable energy.
Investing in Energy Efficiency: Removing the Barriers (2004): Investing in improving energy efficiency has the clear advantages of reducing energy costs, improving security of supply and mitigating the environmental impacts of energy use. And still, many viable opportunities for higher energy efficiency are not tapped because of the existence of numerous barriers to such investments. These lost opportunities imply costs to the individual energy consumers and to the society as a whole and they are particularly important in economies in transition.
Third-party Financing: Achieving its Potential (2003): The essence of the concept of third-party financing is that some part of a contract awarded to an energy services company is based on that company's performance in achieving energy savings. Third-party financing thus offers an innovative technique for financing energy efficiency and renewable energy projects.
The Road towards an Energy Efficient Future (2003): This report assesses the changing environment in which governments are now required to pursue energy efficiency objectives, within the context of energy market liberalisation in many parts of the UN-ECE constituency, and draws some conclusions as to priority sectors of the economy that should be focused on in terms of energy efficiency gains. The role of the Energy Charter Protocol on Energy Efficiency and Related Environmental Aspects (PEEREA) as a vehicle for sharing best practice recommendations and advice on energy efficiency policies among governments in the Eurasian area is underlined, and was also explicitly recognised in the Statement on Energy Efficiency adopted by the Kiev Ministerial Conference.
Impacts of Market Liberalisation on Energy Efficiency Policies and Programmes (2002): The aim of the report is to identify the possible effects of evolving competition in the energy sector of many national economies on energy efficiency, and to establish how energy efficiency policies and programmes should best be adapted to meet the challenges of energy market liberalisation. The report, which includes a number of case studies that highlight best practices in adapting energy efficiency policies to conditions of market liberalisation, was prepared also with the aim of supporting policy discussions on the issues raised within the forum of the International Energy Agency.
