Bulgaria ratified the Energy Charter Treaty and the Protocol on Energy Efficiency and Related Environmental Aspects in July 1996. In line with its commitments, it presented a combined Report on Investment Climate and Market Structure (ICMS) in October 2001 and a follow-up report in October 2004.
The current follow-up ICMS report is the second one for Bulgaria. Its intention inter alia is to reflect all relevant changes that have taken place in the country after its accession to the European Union. As such, the document covers mainly the period of 2004-2008 and is based on the latest publicly available data for Bulgaria.
Undertaken on a peer review basis, this report contributes to transparency and cooperation among the member states. It was prepared by the Bulgarian authorities in close cooperation with the Energy Charter Secretariat.
