First meeting of the Strategy Group in 2016

The first meeting of the Strategy Group of 2016 took place on 8 March 2016. This was also the last occasion on which the Group would be chaired by Mr. Odd-Sverre Haraldsen, who announced his retirement from the role. 

Delegates reviewed the implementation of the 2015 Programme of Work and congratulated the Secretariat on the important achievements. Furthermore, the number of significant decisions taken last year by the Energy Charter Conference demonstrates the commitment of the more than fifty members to the Energy Charter. 

The implementation of the Global Agreement on Climate Change was also discussed. Delegates were of the view that a declaration without the means of implementation would be a failure. The Energy Charter could therefore be useful and relevant for the transition process, and for the achievement of the COP21 goals. The implementation of the Programme of Work of 2015 has in fact shown that the work of the Energy Charter already contributes to such implementation: ongoing discussions on removing barriers to the establishment of energy investments; promotion of energy investment; ongoing discussion on a multilateral framework agreement on energy transit. Delegates also considered how the investment promotion and protection provisions of the Energy Charter Treaty might best be employed to achieve the objectives of the Global Agreement.

Linked to that was a Forum for Energy Dialogue where observer countries Chile and Colombia outlined their energy investment objectives and strategies. Mexico explained the implementation of their energy reform. The Netherlands closed the discussion with the first international presentation of their Energy Report on achieving the transition to sustainable energy.
