This review presents comprehensive information about the conditions for energy investors in Mongolia, which is one of the fastest growing economies in the world. The government of Mongolia is facilitating market-based reforms of the energy sector in all areas: institutional, legislative and industrial. It has undertaken a thorough reform of the investment climate in the energy sector in a direction more favourable to foreign investors. The review contains a number of recommendations to the Mongolian government, including the facilitation of measures aimed at reducing carbon emissions, reduction of energy intensity and introduction of policies driving a faster transition to a low-carbon economy.
The Review of the Investment Climate and Market Structure in the Energy Sector of Mongolia was prepared by the Ministry of Energy of Mongolia in close cooperation with the Energy Charter Secretariat. This publication serves the purpose of investment promotion, information sharing and cooperation among Energy Charter member countries. It is intended as a contribution to improving the investment climate in the energy sector, as well as promoting investment flows for the implementation of national energy plans in Mongolia.
