Secretary General's high-level visit to Turkmenistan

On 24-25 February 2014, the Secretary General Dr. Urban Rusnák paid an official visit to Turkmenistan. During an extensive discussion with President Gurbanguly Berdimuhamedov, both sides agreed that Turkmenistan and the Energy Charter shared common thought on a number of important issues relevant to international energy security.

This included in particular the conviction that international cooperation in the energy field must be built on mutually beneficial relations between energy producing, consuming and transit countries, and that this cooperation plays a critical role in the economic and social development of all nations. Concretely, President Berdimuhamedov and Secretary General Rusnák had a common view that Turkmenistan's call for an international agreement on energy security and transit had significant synergies with the ongoing modernisation of the Energy Charter Process.

The parties agreed to organise an Energy Charter Forum in Ashgabat in late 2014 to promote the implementation of Resolution 67/263, adopted by the United Nations General Assembly in 2013 upon the initiative of Turkmenistan. The Resolution aims to enhance the reliability and stability of energy transit. At a follow-up meeting with Deputy Prime Minister and Foreign Minister Mr. Rashid Meredov, Dr. Rusnák had the opportunity to elaborate in more detail on the possible parameters of such an event.

Further issues discussed with President Berdimuhamedov included regional energy cooperation in Central Asia and how the Energy Charter could facilitate the diversification of Turkmenistan's gas exports. Dr. Rusnák discussed those issues in more detail with Deputy Prime Minister, Mr. Baymyrat Hojamuhammedov, Minister of Oil and Gas Industry and Mineral Resources Mr. Muhammednur Khalylov and with Mr. Yagshigeldi Kakayev, Director of the State Agency for the Management of the Use of Hydrocarbon Resources under the President of Turkmenistan. The sides agreed on concrete practical steps to boost cooperation.
