Secretary General opens 6th Asian Gas Summit in New Delhi

On 22 March 2010, the Energy Charter Secretary General, Ambassador André Mernier, opened the 6th Asian Gas Summit in New Delhi, India. In his keynote presentation the Secretary General highlighted the dynamic character of Asia's energy markets. He noted that the pace of growth in these markets had already exceeded many predictions and looks set to continue in the decade ahead. Indeed, global growth in energy demand is increasingly driven by Asia with the Organisation for Economic Co-operation and Development (OECD) economies experiencing flat or declining demand. Ambassador Mernier outlined that the natural gas share in the overall energy mix for Asia is expected to increase steadily in the foreseeable future, and emphasised the importance of ensuring the provision of the fixed infrastructure necessary to meet growing demand.

The Secretary General stressed the importance of multilateral frameworks in meeting sourcing, transmission and distribution challenges for emerging markets, and outlined the experience of the Energy Charter Treaty as a comprehensive, multilateral and legally binding international agreement for managing complex energy markets. Ambassador Mernier underlined the importance of developing a shared approach to energy policy for effectively bringing together producer, consumer and transit countries, and he called for a wider application of the Energy Charter Treaty, being a unique instrument. The Secretary General expressed his hope that the experience of multilateralism over the past two decades should become a valuable instrument in helping to guide a shared future.

While in New Delhi, the Secretary General held discussions with senior Indian government officials, including the Union Minister for Power H.E. Sushilkumar Shinde, focused on deepening India's cooperation with the Energy Charter. Ahead of the 6th Asian Gas Summit, Ambassador Mernier met with H.E. Dr. Sheel Kant Sharma, the Secretary General of the South Asian Association for Regional Cooperation (SAARC). The talks focused on areas of mutual interest between the Energy Charter and SAARC, including how the experience of the Energy Charter Treaty might be applied in South Asia.
