Regional Seminar: Promoting registration of guarantees of origin

The seminar was held back-to-back with a workshop organised by the Energy Charter Secretariat on 4 July 2013 in Amman, Jordan. The Energy Charter provides for an international framework for energy cooperation and market integration. The Rabat Energy Forum in September 2012 stressed the relevance of the Energy Charter principles and rules for the MENA region. The back-to-back events highlighted the common goals and principles pursued by the EU-funded project 'Paving the way for the Mediterranean Solar Plan' (PWMSP) and the Energy Charter.

A system of guarantees of origin is a necessary complement to the promotion and trade of electricity from renewable energy sources. The PWMSP project has elaborated a benchmark to register guarantees of origin on the basis of experiences of European Union (EU) countries. The benchmark needs to be considered, discussed and validated by all Mediterranean Partner Countries (MPC), as it will facilitate future developments of national systems of guarantees of origin suitable for cooperation at the regional level. The workshop contributed to the exchange of best practices between MPC and enhanced regional the cooperation at expert and institution levels.
