Energy Charter Secretariat strengthens dialogue with BSEC

On 20 March 2009, Dr Neil Melvin, Senior Adviser to the Secretary General of the Energy Charter, participated in the Meeting of the Ministers of Energy of the Organisation of Black Sea Economic Cooperation (BSEC) in Yerevan, Armenia. The meeting was devoted to the theme of "Energy Security in the Black Sea Region". The Energy Charter Secretariat has the status of observer to the BSEC, while BSEC is also an observer to the Energy Charter Conference. This has been the basis over several years for a productive cooperation between the two organisations.

Speaking at the meeting, Dr Melvin highlighted the shared concerns of BSEC and the Energy Charter in promoting stable, efficient and open energy markets based upon cooperative and friendly relations in the Black Sea region. He noted that as the region faced increased turbulence as a result of the global economic downturn, the dramatic price fluctuations in energy products of recent times, and growing uncertainty surrounding investment in energy projects, multilateral forums could play a key role in mitigating negative developments. In this connection, Dr. Melvin highlighted the need to intensify the policy dialogue between BSEC and the Energy Charter on issues of common interest.
