Countries or International Organisations interested in becoming a part of the global energy governance family and thus being ready to approve and sign the text of the International Energy Charter should:

Send a formal letter of interest to the Energy Charter Secretariat indicating its intentions

Obtain approval by the Signatories of the 1991 European Energy Charter declaration
The Energy Charter Secretariat will ask the 1991 Signatories their opinion on the request expressed by the interested country or International Organisation.

Confirm in writing in the name of its government, the acceptance of the text
Negotiating parties/Interested countries and International Organisations are expected to inform the Energy Charter Secretariat of the composition of their delegation (maximum four members including the head of the delegation) and the head of delegation authorised to confirm acceptance of the final text in accordance with its national procedures and to approve/sign it.

Receive a formal invitation to the Ministerial Conference in the Hague on 20 – 21 May 2015
If the request to be invited to sign the International Energy Charter is approved by the 1991 Signatories, the interested country or International Organisation will be formally invited to the Ministerial Conference in the Hague on 20 – 21 May 2015.
The Government of The Netherlands will send formal invitations informing the of the venue, date and time of the Conference, to those delegations that have informed the Energy Charter Secretariat of the acceptance of the final draft.
