The EEFTG is a priority initiative for the implementation of the G20 Energy Efficiency Action Plan, adopted in in late 2014 Brisbane, Australia. The Task Group aims to improve capital flows for energy efficiency investments. It is led by the International Partnership for Energy Efficiency Cooperation (IPEEC) – an international forum dedicated to enhancing cooperation in energy efficiency – and coordinated and co-chaired by France and Mexico.
The Energy Charter Secretariat offered its expertise and specific support to provide input on financial requirements and problems for energy efficiency investments in Energy Charter member countries, especially in Eastern Europe, the Caucasus and Central Asia. Secretariat experts particularly highlighted the provisions of the Energy Charter Treaty on the protection of energy efficiency investments (even in non-energy sectors, e.g., buildings).
The Task Group's main output will be a set of concrete recommendations for the G20 Energy Sustainability Working Group on how to accelerate and stimulate the flow of finance for energy efficiency investments, especially in industry and buildings. These are to be presented to the G20 Leaders’ Summit in Turkey in November 2015.
Alongside the recommendations, the Task Group will create a mechanism to engage experts in energy efficiency financing and will identify domestic and international sources of finance. The EEFTG will arrange workshops at several international events during 2015 to engage with policy makers and financial institutions in order to identify specific G20 and COP21 recommendations and mechanisms for countries to accelerate energy efficiency investments for industry and buildings.
