On 7 March 2012, the Secretary General Rusnák met in Brussels with Amb. Lamberto Zannier, Secretary General of the Organisation for Security and Cooperation in Europe (OSCE). They discussed the prospects for closer cooperation between the Energy Charter and the OSCE, given the complementary nature of these organisations' activities in the field of energy security and sustainable and environmentally-friendly energy policies and practices, as well as their largely overlapping constituencies.
The Energy Charter and the OSCE already have a history of regular support for each other's work and successful joint projects. The Role of Governments and International Organisations in Promoting Energy Security was the topic of the international conference co-organised by the Energy Charter, the OSCE and the International Energy Agency (IEA) in 2006. The OSCE Secretary General was one of the keynote speakers at the Energy Charter's international conference on The Challenges of a Changing International Energy Market in 2007. In 2008, back-to-back projects were held by the two organisations in Dushanbe, Tajikistan, focusing on Regional Cooperation in Water Management in Central Asia (OSCE) and Regional Electricity Cooperation in Central and South Asia (the Charter). Secretariat's Deputy Secretary General Vladimir Rakhmanin spoke about the modernisation of the Energy Charter Process at the meeting of the OSCE Economic and Environmental Committee in 2011. And just recently, in February 2012, the Energy Charter Secretary General Urban Rusnák addressed the Vienna Energy Club meeting, hosted by the OSCE.
Dr. Rusnák outlined his vision for the Energy Charter, the process of modernisation, and the activities he had already undertaken since taking up office on 1 January this year. In that context, Amb. Zannier proposed that the Energy Charter could also use the OSCE as an additional platform to launch energy initiatives. In 2013, Ukraine is scheduled to take over the presidency of the OSCE and has already identified energy security as its primary agenda item. This could be a very timely opportunity for further cooperation between the two organisations.
