Outcomes of the Trade and Transit Group meeting

At its last meeting of 2015, the Trade and Transit Group confirmed the adoption by the Energy Charter Conference of the amendments to the ‘Rules Concerning the Conduct of Conciliation of Transit Disputes’ on 21 October 2015. The Group decided to start drafting a commentary to the Conciliation Rules in 2016 and called Contracting Parties to nominate candidates for the roaster of conciliators. 

The Group also decided to propose to the Conference to adopt a declaration supporting the Environmental Goods Agreement (EGA), which is currently being negotiated in the framework of the World Trade Organization (WTO). This declaration would be a contribution of the Energy Charter constituency to promote green trade and green growth. 

The Trade and Transit Group also discussed the final draft of the comprehensive report on the implementation of the Energy Charter Treaty transit provisions. There was general support and willingness to work towards a multilateral agreement on energy transit on a new basis. Therefore, after confirmation of the conclusions of the transit review by the Conference, the Energy Charter Secretariat is expected to prepare the ground work for the start of negotiations of such an agreement.

At the end of meeting, the delegates and the Secretariat expressed their gratitude and appreciation of the work of the Chair of the Trade and Transit Group, Ms. Leila Stieger, who will not be able to chair the group during 2016.
