International Meeting of Experts held back-to-back with the Trade and Transit Group meeting

The Energy Charter Secretariat and the Government of Turkmenistan co-organised an International Meeting of Experts on Reliable and Stable Transit of Energy on 22 April 2015 in Brussels, Belgium.

The Meeting focused on the topic of "Facilitating Investments in New Transit Infrastructure". The meeting continued the work initiated during the first meeting of experts hosted by the Government of Turkmenistan in Ashgabat on 10-11 December 2014 under the UN General Assembly Resolution 67/263 "Reliable and stable transit of energy and its role in ensuring sustainable development and international cooperation".

The meeting of 22 April brought together more than 60 experts from governments, international organisations, companies and academia, representing Europe, Asia, the Middle East, Africa and Latin America. Turkmenistan proposed to organise the next meeting of experts in the second half of 2015.

The meeting of the Trade and Transit Group on 23 April focused on the review process for the implementation by countries of Energy Charter Treaty transit provisions; delegates discussed the methodology, time schedule and the potential output of the review. The Group also looked at the role of model agreements in facilitating the construction of new infrastructure and the implication of World Trade Organization (WTO) Trade Facilitation Agreements for the Energy Charter. Other topics of discussion included cooperation in the electricity sector in the South Caucasus and natural gas infrastructure developments in Ukraine and Moldova.

The next meeting of the Trade and Transit Group will be linked with the Strategy Group meeting in June 2015 and will focus on the progress of the Energy Charter Treaty transit provisions implementation review.
