The initiative was launched at the 23rd Meeting of the Energy Charter Conference in Warsaw in November 2012. It aims at making the declaration more modern in view of the new challenges in the field of energy, while preserving its underlying principles. The member states intend to use these negotiations, as well as the final text to be adopted at a high-level political conference, as a vehicle to establish the Energy Charter Treaty as an instrument for global energy governance.
Following another round of consultations, partner countries from around the globe will be invited to participate in the negotiations and to sign what may become an International or World Energy Charter.
The Strategy Group also discussed the Energy Charter Review that will take place in 2014. According to the Treaty, every five years the Energy Charter Conference shall analyse the extent to which the Treaty and Protocols have been implemented in order to amend its functions if needed. Conclusions will be adopted at the Meeting of the Conference in Astana in November 2014.
