The Secretariat and the Moroccan delegation presented the final draft of the Energy Charter investment review of Morocco and its conclusions. This is the first such review for Morocco and the first ever investment review for a Charter observer country. The Investment Group welcomed the review and will present the review conclusions to the organisation's top governing body, the Energy Charter Conference, for approval at its forthcoming meeting in December 2013.
Delegates reviewed the reports prepared by the government of Montenegro in order for the country to accede to the Energy Charter Treaty. Accession reports analysing the compatibility of a country's legislation with the Energy Charter Treaty are a necessary step for Charter observer countries wishing to join the Treaty. Montenegro became a Charter observer in November 2012; pending the Energy Charter Conference's approval of the reports, Montenegro could be invited to accede to the Energy Charter Treaty already in early 2014.
The Investment Group also discussed investment promotion and protection measures aimed at improving entry conditions for foreign investors in new energy markets. The Secretariat presented its analysis on the benefits of a non-binding declaration on promoting low-carbon investment within the framework of the Energy Charter Treaty.
Delegates also reviewed the draft study "Analysis of Mutual Exchanges of Business Assets within Investment Activities in the Energy Sector" conducted by the Secretariat and the Energy Research Institute of the Russian Academy of Sciences. Another draft reviewed was a regional study "Gobitec and the Asian Supergrid for renewables in Northeast Asia". This study is being prepared by the Secretariat and its international partners with support from the government of Mongolia.
