Energy Charter establishes Strategy Group to promote Modernisation

On 22 March 2010, the Energy Charter Conference approved a mandate for the establishment of a Strategy Group. The creation of the Strategy Group follows the adoption of the Rome Statement at the 20th Meeting of the Conference on 9 December 2009.

The Rome Statement provided a political agreement on measures to advance the Energy Charter Process and its modernisation. With the adoption of the Rome Statement, the Charter Conference recognised that the Energy Charter Process must reflect new developments and challenges that have emerged in international energy markets and respond to broader changes across its constituency.

The Strategy Group has been given the task of fostering the acceptance and implementation of the Energy Charter Treaty and the development of the entire Energy Charter Process. It should also identify options on how the Treaty Process might be improved and modernised. The Strategy Group will serve as a new forum for member states, observers and other invited countries and international organisations, and take a leading role in the discussion of possible enhanced legal frameworks for energy cooperation.

Among the key subjects for consideration by the Group will be the role of the Energy Charter Process in a global context and its added value for addressing the common challenges that are emerging, in part as a result of the changing balance between producers and consumers of energy. A further focus will be on the strategic implications for the Energy Charter constituency of the increasing role of cross-border trade and the transit of energy, as well as shifting international patterns of investment in the energy sector. A key element of modernisation will be renewed attention to the expansion of the Treaty's membership to include major new energy players around the world.
