Bogota International Energy Charter Forum

On 3 August 2016, the Senate of the Republic of Colombia held the forum "International Energy Charter: From Bogota to Tokyo". The event was co-organised by the Senate, the National Department Federation, the Externado University and the Energy Charter Secretariat. The forum’s title encapsulated three messages: it made reference to Japan’s Chairmanship of the Energy Charter Conference and to the fact that its next meeting will be held in Tokyo on 25-26 November 2016; it highlighted the universal market-based principles of the International Energy Charter and that Colombia is fully committed to its objectives.

This was elaborated further in the opening remarks delivered by the Secretary General of the Colombian Senate, Gregorio Eljach Pacheco, the Japanese Ambassador to Colombia, Ryutaro Hatanaka, and the Secretary General of the Energy Charter Secretariat, Dr Urban Rusnák.

The forum focussed on both the regional and the Colombian energy sectors, together with available investment frameworks and highlighted how unique both the International Energy Charter and the Energy Charter Treaty are in providing unique frameworks to promote the rule of law and to lead towards sustainable energy models.  

Speakers included senators, former ministers, energy regulatory authorities, industry representatives from the oil, gas and electricity sectors, lawyers, delegates from the World Energy Council and the Inter-American Development Bank.

The Ambassador of Chile to Colombia was also invited to address the audience. Both Colombia and Chile are the only countries from Latin America that have signed the International Energy Charter so far and are Observers to the Energy Charter Conference. In its speech, the EU Delegation encouraged them to take a further step and adopt the Energy Charter Treaty.
