On 7 July 2025, Acting Secretary-General, Ms. Atsuko Hirose, welcomed to the Energy Charter Secretariat a delegation led by H.E. Mr. Roman Andarak, Deputy Minister of Energy of Ukraine, who also holds the post of the Deputy Minister for Digital Development, Digital Transformation and Digitalization, accompanied by Deputy Minister of Energy H.E. Mr. Mykola Kolisnyk, and Ms. Yuliia Kyian, Director General for Strategic Planning and European Integration of the Ministry of Energy of Ukraine.

The parties discussed further cooperation between Ukraine and the Secretariat going forward, including potential participation of Ukraine in the flagship publication of the Secretariat, the Energy Investment Risk Assessment (EIRA), with a view to assisting energy investments, including the reconstruction of energy infrastructure in Ukraine, and the ratification of the amendments to the Energy Charter Treaty approved by the Energy Charter Conference in December 2024.
