On 24 June 2022, at the meeting of the Ad-Hoc Energy Charter Conference along with other agenda items, the Contracting Parties to the Energy Charter Treaty (ECT) :

• Withdrew the observer status of the Russian Federation
• In addition, the provisional application of the ECT in relation to Belarus was suspended because of the material breach by Belarus of Article 18 of the ECT and of the principles of the European Energy Charter, due to the country’s involvement in the Russian Federation’s aggression against Ukraine
• Following suspension of the provisional application, Belarus’s status as an observer was further suspended
