Statement by the International Energy Charter Industry Advisory Panel

The members of the Industry Advisory Panel (IAP), the expert consultative body to the Energy Charter Conference, welcome the progress and outcomes of the Fourth Negotiation Round on the Modernisation of the Energy Charter Treaty (ECT). The IAP remains conscious and aware of the value of Energy Charter Treaty, while fully supports the modernisation process. 

The IAP notices the expanded scope and topics discussed and highlights visible progress made in the negotiations process, resulting in mandating the Energy Charter Secretariat and the Chair and Vice-Chairs of the Modernisation Group with the preparation of draft compromise proposals to be considered during one of its next negotiation rounds in 2021.

The IAP considers the provision of this mandate as a significant step forward and an encouraging development for the entire ECT modernisation discussion process, enabling the further strengthening of the Treaty’s provisions. The modernised Treaty should sustain and expand fundamental principles ensuring the value of the ECT as an instrument for the promotion and protection of energy investment, trade and transit.

The IAP members stand ready to engage, as needed, with all the stakeholders involved in the process. The IAP members are convinced that the bases for consensus remain within the boundaries of this energy triangle: energy security, competitiveness and sustainability. We wish great wisdom and success to the Contracting Parties for the next round of negotiations and rest at your disposal.
