The signing ceremony took place at the opening of the plenary Ministerial Session of the Rabat Energy Forum, co-organised by the Moroccan Ministry of Energy, Mines, Water and Environment and by the Energy Charter Secretariat. By signing the 1991 Energy Charter, the political declaration underlying the 1994 Energy Charter Treaty, Morocco reinforced its status as observer to the Energy Charter.
