The team met with government officials, energy companies, international financial institutions and various organisations active in Azerbaijan to discuss the current state of play in the country's booming energy sector. The review focused on the developments in the field of legislation, regulation, government administration and business practices and on the progress achieved by Azerbaijan since the previous Energy Charter in-depth review released in 2005. The conclusions of the 2011 review will be presented to the Energy Charter Conference, the Energy Charter's governing and decision-making body, at its meeting on 29 November 2011. The final report is expected to be released in early 2012.
During their visit to Azerbaijan, the review team also met with the mayor of Sumgait city to discuss potential cooperation in promoting energy efficiency at the local level. Both sides exchanged views concerning what could be done to design and promote sustainable energy action plans as vehicles to implement the changes required to achieve ambitious fossil fuel reduction targets, improve energy efficiency and deploy renewable energy sources. The partners agreed that the task was a complex one and success was only possible if people, agencies and the industry worked together to achieve significant progress. Effective change will require cooperation between local stakeholders and an alignment of local, regional and national policies.
