The Secretary General Amb. Mernier participated in a 'brainstorming roundtable on energy' in Berlin on 19-20 February 2007, alongside high-level government and industry participants from Russia, Germany and other European countries.

The Russian journal "Neftegazovaya Vertikal" ("Нефтегазовая Вертикаль") in its issue #3, 2007, published an article by André Mernier and Andrei Konoplyanik, which looks at the role and potential of the Energy Charter in the international energy framework, and at the relations between the Energy Charter and Russia in Russian.

The Deputy Secretary General of the Energy Charter, Andrei Konoplyanik, made two presentations to the 17th session of the Working Party on Gas of the United Nations Economic Commission for Europe (UNECE) Committee on Sustainable Energy in Geneva, 23-24 January 2007.

“Recent events have again demonstrated the importance of reliable transit both for oil and for gas, and it is therefore vital to minimise the risks that can affect cross-border energy supply and energy flows in transit.” This was the message from the Secretary General André Mernier at the presentation on 18 January 2007 of a new study from the Energy Charter on oil pipelines across Eurasia.

The Secretary General of the Energy Charter Secretariat, André Mernier, called on 30 December and on 8 January 2007 for a settlement of the outstanding transit issues between Russia and Belarus on the basis of the principles of the Energy Charter.

The Secretary General Amb. André Mernier underlined the importance of transparency in regional gas flows at the inauguration of the Metrology Centre in Boyarka, Ukraine, on 21 December 2006.

The ceremony in Boyarka was attended by Ukrainian Deputy Prime Minister Andriy Klyuyev and by the European Union Energy Commissioner Andris Piebalgs.

The Secretary General Amb. Mernier was invited by the State Duma on 6 December 2006 to discuss the Energy Charter and the question of Russian ratification of the Energy Charter Treaty.

Matthias Ruete, the Director General for Energy and Transport in the European Commission, expressed full support for the Energy Charter Process in his address to the Energy Charter Conference on 20 November 2006.

The Energy Charter Conference has unanimously invited the Islamic Republic of Pakistan to become the 53rd member of the Energy Charter, opening the way for Pakistan to accede to the 1994 Energy Charter Treaty.

The President of Pakistan met with the Secretary General Amb. Mernier during his visit to Brussels on 12 September 2006.

Pakistan has the ambition to become a major country for regional energy trade, and accession to the Energy Charter Treaty “will facilitate this ambition. This energy corridor will further help Pakistan to become a bridge of economic progress between the wider East and West.”
