A Memorandum of Understanding (MoU) between the Secretariat and ARIAE was signed by Mr Denis Westerhof on behalf of the Energy Charter Secretary General Dr Urban Rusnák; and by Mr Jesus Tamayo Pacheco, President of Osinergmin on behalf of ARIAE. In a panel devoted to the regulatory framework and institutions, the Secretariat’s expert Mr Ernesto Bonafé presented the common objectives and complementary approaches of the Energy Charter and ARIAE to the provision of stable, predictable and transparent frameworks for energy investments, cross-border trade and transit. Enhanced regulatory frameworks are necessary to achieve a secure, sustainable and affordable energy in Latin America.
While regulators are technical and autonomous bodies, the Energy Charter is an intergovernmental and political platform. While regulators act in the short- and mid-term, the Energy Charter provides a long-term and stable regulatory framework. The purpose of the MoU is therefore to unlock and capitalise on the benefits of those complementarities and to promote international cooperation in the energy sector. The Energy Charter and ARIAE can benefit from each others’ specific areas of expertise and experience to improve the attractiveness and stability of market conditions for energy investments. The MoU provides context and visibility for an exchange of information, experience and views in areas of common interest.
ARIAE is a regional organisation that promotes the exchange of regulatory experiences in the energy sector, shares regulatory knowledge, and encourages communication between specialists and professionals from the member regulatory agencies. ARIAE was formally created on 17 March 2000 in Buenos Aires, Argentina. Currently it brings together 25 energy regulators from Spain, Portugal and 18 Latin American countries: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Peru, Puerto Rico, Uruguay, Venezuela and the Comisión Regional de Interconexión Eléctrica (CRIE).
